Summary
Oversees more junior staff and/or participates in a variety of functions to help maintain server, network, information security, and database systems essential for carrying out the responsibilities and daily activities of the Board. With limited supervision, solves highly complex client system and application issues. Stays up to date on new technologies, security standards, and other applicable best practices related to server, network, database administration, and information security. Provides recommendations based on server, network, database administration, and information security knowledge.
Duties and Responsibilities
- Oversees and/or participates in the installation, modification, enhancement, and/or management of systems and network resources to meet business requirements. This includes performing complex system maintenance to guarantee systems function with limited interruption.
- Oversees the review of systems designs to provide input on functional requirements, product designs, schedules, or potential problems.
- Oversees the process to ensure and/or participates in ensuring that technology solutions align with business needs and software requirements.
- Oversees and/or participates in the diagnosis of hardware and software problems and in the resolution of violations as they occur.
- Coaches junior staff to help them develop knowledge of Federal policies and guidelines that govern the confidentiality, integrity, and availability of systems and information management. Oversees junior staff’s research and/or completes research on IT security trends, system security standards, best practices, preventative measures, and disaster recovery processes. Develops system access profiles based on Board security standards.
- Oversees the maintenance of the security posture of systems through implementation of Board standards and industry best practices.
- With limited guidance, provides system and application support and consulting to clients. This includes resolving customer support issues by taking into account the Board’s and division’s technology standards.
- Oversees and/or participates in ensuring customer issues are resolved and enhances infrastructure and security systems with a bias toward customer experience.
- Oversees and/or completes the documentation and application of technical and administrative direction to identify functional characteristics of a system, control any changes to such characteristics, and support audits of systems, reports, results, and/or components to verify compliance.
- Provides subject matter expertise and guidance on the adoption of new technologies and tools by thinking strategically and holistically about current and future requirements.
- Oversees junior staffs’ research and/or completes research on technologies available in the market including components of cloud computing and one or more cloud technology platforms, in addition to on-premises computing technology, to support evaluating business requirements and determine which tools and services are best fit for a specific purpose. Proposes recommendations based on research, including identifying areas for improvement and which options will have a significant impact on technology direction.
- Oversees and/or participates in the development of technical documentation for systems and projects to provide direction, guidance, or instruction and/or summarize complex data and information in a succinct and compelling manner.
FR-27 Minimum Qualifications:
Requires a bachelor's degree preferably in computer science, information technology or a related field or equivalent experience plus six years of experience. FR- 28 Minimum Qualifications:
Requires a bachelor's degree, preferably in computer science, information technology or a related field or equivalent experience plus eight years of experience. Leads highly complex efforts. Works with a high degree of independence under the guidance of the manager; is self-directing, with no technical, and little business or management guidance needed from the manager. Suggests new initiatives. Plans, designs, and carries out programs, projects, studies, and other work independently. Responsible for handling most problems and coordinating with others. Directs tasks for lower-level staff.
Remarks:
The Senior Network Engineer is a member of the IT Network Infrastructure (NI) team, responsible for supporting the stability, performance, and security of the Board's enterprise and data center network infrastructure. This role provides engineering expertise in the design, implementation, and operation of complex network systems across hybrid infrastructure.
The position supports and maintains Cisco based environments, including Catalyst and Nexus platforms, wireless networks, ISE, and IPS. The engineer ensures high availability and operation reliability across switching, routing, firewall, wireless and optical infrastructure, while contributing to network design, modernization, and continuous improvement efforts. Advanced experience in BGP, OSPF, STP, VXLAN, and network design is essential.
Preferred candidates will also have experience with technologies such as AWS networking, Cisco DNA, Zscaler, and Cisco Wireless. Certification such as CCNP or CCIE, or equivalent, is highly desirable.
Highly Desirable:
- Expert level, hands-on experience with BGP, OSPF and VXLANs in production environments including route design, policy control, traffic engineering and failover scenarios.
- Extensive experience configuring, deploying, and supporting enterprise and data center networks, particularly Cisco Nexus and Catalyst platforms.
- Demonstrated ability to lead complex routing and switching initiatives, including architecture, design, deployment, and optimization.
- Strong problem solving and analytical skills, with the ability to prevent outages and improve network reliability.
- Deep expertise in TCP/IP and packet level troubleshooting (PCAP/Wireshark analysis).
- Experience managing hybrid network environments, including on-premises and cloud-based infrastructure.
- Ability to develop and implement network designs focused on scalability, resiliency, and fault tolerance.
- Familiarity with cloud and modern networking technologies such as AWS networking, Cisco DNA, and Zscaler.
- Experience with network monitoring and observability tools, including performance analysis, capacity planning, and proactive issue detection. Familiarity with network automation and AIOps concepts leveraging scripting, and telemetry to optimize network performance and reliability.
- Experience developing technical documentation and presenting complex technical information clearly and concisely.
- Strong interpersonal and communication skills, with the ability to collaborate effectively across cross-functional teams and build productive working relationships to achieve mission objectives.
- Demonstrated initiative, learning agility, and commitment to continuous professional development.
- Industry certifications such as CCNP, CCIE, or equivalent.
This role entails participating in on-call rotations, including some night and weekend shifts according to rotation schedules and ad hoc requirements. US Citizenship is required. This position requires an in-office presence in Washington, DC.
